GKE clusters should have HTTP load balancing enabled

Checks that HTTP load balancing is enabled on each GKE cluster. A cluster is reported as non-compliant when HTTP load balancing is disabled in its configuration, so the check flags every cluster where this setting is turned off.

What this control checks

GKE cluster HTTP load balancing must be enabled; disabled fails.
